Completes the TypeScript 7 adoption for seahaven-slack-bot. PR #88 merged the dependency bumps but held back typescript 6->7 because the CDK app ran via ts-node, which is incompatible with the TS7 compiler API (cdk synth: 'Cannot read properties of undefined (reading fileExists)').

This migrates the toolchain (matching sh-mcp, the one org CDK repo already on tsx):

cdk.json: npx ts-node --prefer-ts-exts bin/seahaven-slack-bot.ts -> npx tsx bin/seahaven-slack-bot.ts
package.json: remove ts-node, add tsx@4.23.0, bump typescript ~6.0.3 -> ~7.0.2

Verification

cdk synth exit 0 (the exact path that failed under ts-node+TS7).
npm run build (tsc 7.0.2) exit 0.
npm audit 0 vulnerabilities.

Part of the org-wide ts-node->tsx migration (INFRA-183): also door-unlock #54, syslog #11, exec-aide #75, rustdesk #10, file-share #22, account-baseline #39.
