TypeScript 7 breaks the CDK app: cdk synth runs via ts-node, and ts-node 10.x is incompatible with the TS 7 compiler API (Cannot read properties of undefined (reading 'fileExists')). Plain tsc compiles, but the app can't run. Needs a ts-node -> tsx migration first (tracked in INFRA-183). Excluded here so this consolidation stays green and mergeable.

Verification

cdk synth exit 0; socket-mode tsc --noEmit exit 0.
npm audit: 0 vulnerabilities in each package.
Lockfiles regenerated; pre-push scanner PASS.
