GitHub-hygiene pass for the INFRA-47 rollout.

Changes:

  • Add PR labeler caller workflow (.github/workflows/labeler.yml) wired to the org callable-labeler.
  • Add README status badges (TypeScript, AWS CDK, Slack, CI).
  • Extend .github/dependabot.yml with npm coverage for services/socket-mode (existing root npm entry kept).

Part of INFRA-47 (INFRA-56, INFRA-57, INFRA-66).
