Summary

Adds the decommission tombstone header to the README ahead of archiving this repository.

  • Stack seahaven-slack-bot (328440206208/us-east-1) is being torn down 2026-07-23 per Adam's decision (early execution of the sh-mcp Phase-4 teardown, offline gap accepted).
  • Deploy workflow already disabled; repo will be archived read-only after merge.
  • Backups: ~/Desktop/seahaven-slack-bot-decommission-2026-07-23/ on Adam's workstation.

Docs-only change; no deployable code touched.
