Summary

The R720 agent-team Plane-2 SDLC pipeline + Plane-1 checkers are decommissioned — superseded by the Open SWE deployment on sh-openswe. The live footprint (coordinator/status/checkers daemons, SQLite ledger, GitHub App private key, Slack + box credentials, the agent-apply environment, repo App secrets) has already been torn down. This PR removes the code and its CI/config from the repo.

What's removed

agent-team/ — the full pipeline package, tests, dashboard (web/)
sea-haven-claude-plugin/ — the /delegate hook + agent-team dev guide (entirely agent-team)
docs/r720-agent-team-design.md + docs/provisioning/ (agent-team runbooks)
.github/workflows/agent-team-apply-verify.yml (the apply/verify trust-boundary workflow) and ci-web.yaml (dashboard SPA CI)
ci.yaml: drops the subproject-dir: agent-team input
conftest.py: drops the now-moot agent-team test-collection exclusion

What stays (unaffected)

run.py stateless model-router + cross_reviewer (still used by CLAUDE.md review gates)
The security-review/ subsystem (nightly sea-haven-secrev sweep + review.sh gate + global pre-push hooks)

Validation

Root router suite still collects: pytest --collect-only → 27 tests
185 files / ~68.9k lines removed

Out of scope (handled separately)

GitHub App agent-team-apply registration deletion (org Developer settings — manual)
Slack app A0BCC7TTU66 (@agentteam2) deletion + #agent-team archive (manual)
Confluence host/runbook page updates + memory + CLAUDE.md delegation-section trim
