The R720 agent-team Plane-2 SDLC pipeline + Plane-1 checkers are
decommissioned, superseded by the Open SWE deployment on sh-openswe.
The live daemon, ledger, GitHub App key, and Slack/box credentials were
already torn down; this removes the code and its CI/config from the repo.
Deletes the agent-team/ package, sea-haven-claude-plugin/ (the /delegate
hook + agent-team dev guide), docs/r720-agent-team-design.md,
docs/provisioning/ (agent-team runbooks), and the agent-team-apply-verify
+ ci-web workflows. Drops the agent-team subproject-dir from ci.yaml and
the now-moot agent-team test-collection exclusion from conftest.py.
The stateless run.py model-router and the security-review subsystem are
unaffected and remain in this repo.
Repo-root 'pytest --collect-only' failed with ImportPathMismatchError because
agent-team/tests/ and the root tests/ are both the 'tests' package. Add a root
conftest.py that excludes agent-team from the root collection, and a dedicated
agent-team-tests CI job that runs the (API-key-free) agent-team suite in its own
working dir.
