INFRA-60: refresh stale org profile README inventory (#2 )

Remove 4 nonexistent repos (ring-scheduler-3cx, workorder-ingest,
po-ingest, expense-approval-bot) and add the live repos that were
omitted, so the org landing page matches the actual repo inventory
from the 2026-06-04 GitHub org audit.

Added: meal-order-manager, procurement-ingest, apm-wo-analysis,
proposal-system, shoc-backend, shoc-frontend-new,
seahaven-account-baseline, front-integrations, forgejo, file-share,
.github-private. Added a SHOC Dispatch & Ops section.

Conventions

All projects follow the standards in engineering-handbook:

Naming: kebab-case everywhere — repos, stacks, Lambda functions, DynamoDB tables, S3 buckets
Branching: main is protected, all changes via PR, feature branches deleted after merge
Secrets: AWS Secrets Manager for all secrets, SSM Parameter Store for non-secret config only
Lambda defaults: Python 3.12 or Node 22.x, arm64, 60-day log retention set explicitly
CI/CD: Every deployable repo has a pipeline — no manual production deploys
