b240cc8c79 fix(work-orders): gate account picker to org-wide scope 
Hide GetAccountList and skip client customer on create unless
org_scope is all, so scoped users cannot read another tenant name.

838d79c2dd fix(work-orders): follow Aveta draft on Extra Docs while editing 
Extras treated a persisted false as authoritative, so unsaved Aveta
toggles never reached the overlay. Refresh the filters visual baseline
for the Aveta Compliance section.

Round-trip: board PATCH emits vendorId only; a Pending response keeps Completed
unblocked, while a leftover Refused response still raises Missing: Company.

Empty search waits until the Unassigned queue has settled.

Reschedule selects the destination day's page before flashing the row.

e3b8360a68 fix(work-orders): treat Canceled and Refused dispatches as inactive (SH-183) 
Backend returns Cancelled, Canceled, and Refused; only Cancelled was skipped,
so Complete stayed enabled with no live vendor.
