Adam Moussa f89db3da52 Add server-side status and assignee filters to GetWorkOrderList 
- Accept status and assignee query parameters
- Filter in SQL before counting and paginating
- Supports __unassigned for unassigned work orders
- Accurate totalCount reflects filtered results
