* fix: add `github-actions` to `enabledManagers`
With the removal of this repositories `dependabot.yml`, a lack of `github-actions` within the config would leave a coverage gap on `actions/checkout`, `actions/setup-dotnet`, `actions/setup-node`, etc.
* fix(renovate): annotate pinned actions
