### Staging workflow integration
`.github/workflows/deploy-staging.yml` validates PRs and pushes targeting
`staging`, and deploys only on push to `refs/heads/staging` or manual dispatch
on that exact ref. It uses GitHub environment `staging` and assumes the exact,
non-secret role ARN

`GithubDeployRoleArn` output of this stack). After deploy it verifies the exact
active version label, smokes `https://api.staging.seahaven.com`, verifies an
invalid webhook probe returns 401, and restores the previous application
