INFRA-138 — document cross-stack DynamoDB data contracts

seahaven-slack-bot imports 5 DynamoDB tables it does not own via Table.fromTableName(...) and reads them read-only to back the Bedrock agent (Alex). Because the tables are imported by name, owner-side schema/encryption/lifecycle changes break the agent silently at runtime, not at deploy (CMK grant-gap INFRA-95/M-3 is precedent).

Adds a Cross-stack data contracts section to the README listing all 5 tables with owner repo/stack, the keys/GSIs/attributes the bot depends on, and encryption.

wo-po-lookup still queries the verified-sites by-state GSI, which the owner removed 2026-06-03 (M-20). State-based lookup_site calls fail at runtime today. Point lookups by siteCode are unaffected. Needs cross-repo reconciliation (restore GSI or drop the state path).
