Summary
Enable QEMU emulation in the deploy workflow so Docker builds produce arm64 images on the x86_64 GitHub Actions runner. The Fargate task definition requires ARM64, but without QEMU the image was built for x86_64, causing
exec format errorat container startup.Same fix already applied to exec-aide.

The CloudFormation stack is currently rolling back from the failed deploy. Wait for rollback to complete before merging (check with
