Repo hygiene: PR labeler + README badges (INFRA-56/57) (#18)

- Add callable-labeler.yaml caller workflow (.github/workflows/labeler.yml)
- Add minimal README badges (HTML, JavaScript, CI status via main.yml)

Part of INFRA-47 (INFRA-56, INFRA-57).
