Merge origin/main into feature/fix-phase-3

Resolve conflicts:
- AuthController.cs: keep origin/main's granular changed-flag pattern (includes role sync + OIDC validation)
- suggestions/app.py: keep our removal of update_status_to_in_review (FIX-45)
