Merge origin/main into feat/web-ci-phase5

Post-#224-squash sync. All conflicts were squash restatement (#224's
auth-context content in both histories as different commits): kept
this branch's prettier-formatted versions everywhere — verified each
conflicted file is byte-identical to main's side after a prettier
pass. Main contributed no new content relative to this branch: the
real #224-merge additions (web postinstall line, CODEOWNERS, PR
template, ADRs 0002/0003, README/CLAUDE fact fixes) already arrived
via 15f4e58; this merge only reconciles histories.
