Moves apply/verify from agent-team/ci/ (inert) to .github/workflows/ so GitHub registers it as a dispatchable workflow. workflow_dispatch-only + agent-apply required-reviewer gated. Test paths + ci/README updated; dispatcher push gains --no-verify (apply path scanned CI-side). 1044 tests, ruff clean.
