Hardcoding the Sea Haven no-type-prefix PR title made every PR fail semantic-PR-title gates (this repo's PR Title Lint, upstream open-swe), forcing manual retitling. Make the title rule detect a conventional-commit gate and conform, falling back to the imperative style otherwise.
