Port upstream 304032fa: clarify that information-only answers should check out relevant repos first for context, answer fully inline, and only post a concise summary to Slack threads. The fork already carried the shared-base Slack guidance; this adds the missing TASK_EXECUTION_SECTION update and its test coverage.
