Adds GitHub-hygiene improvements to the exec-aide repo.

Changes:

  • Add PR labeler workflow (.github/workflows/labeler.yml) calling the org reusable callable-labeler.yaml.
  • Add README badges: Python, AWS CDK, Slack integration, and CI status (ci.yaml).

Dependabot: no change (already present).

Part of INFRA-47 (INFRA-56, INFRA-57).
