Spike for #136: weigh a separate admin web UI against expanding the in-Slack admin commands with Block Kit modals and an App Home admin section. Recommends a phased path (Slack-native now, web UI only if admin volume grows) and scopes both phases, keeping get_admin_users as the authorization source of truth.
